I've met bots in my T4 ships during quiet periods - granted at least one of those battles was in a CV - where I'm guessing it couldn't find a CV to match against me. When there's not enough players to make full teams (deep night) - the teams would be smaller (9 vs 9, 5 vs 5), but after protected matchmaking ends - you won't ever meet bots in PvP battles. Later when protected matchmaking ends - also feel to stay at tier 4 as long as you need to get a grip on the game, because at tier 5 the real battles begin and it would be challenging at first.
